“A BMW driver then accelerated and ran over him.
“He then lay prostrate on the ground and did not move.”
People were seen fleeing the scene as the man carried out the fatal attack on a warm, sunny Sunday where people were enjoying the 30C (86F) heat.
Police said there is no evidence of a terrorist attack at moment as they continue to investigate.
“Shortly before 4.30pm we received several emergency calls at the police headquarters in Reutlingen, that a man had quarrelled with a woman in the area of the central bus station and she had been injured with a machete.
“The woman suffered fatal injuries.
“The perpetrator was arrested a few minutes later close to the scene due to the rapid intervention of the police.
“The perpetrator injured another woman and a man.
“The suspect is a 21-year-old asylum seeker from Syria. the police knowns him.
“According to current knowledge, he is a lone operator.
“A threat to the population in and around Reutlingen is not likely.”
Germany has been on edge since an Afghan refugee carried out an axe attack on a train in Würzburg on Monday, injuring five people, four from Hong Kong.
On Friday, just two days before the machete attack, a German teenager of Iranian heritage shot nine people, mainly teens, in the centre of Munich.
David Sonboly planned the horrifying attack for an entire year in retaliation for being bullied.
The 18 year old lured his victims to a McDonald's at the Munich Olympia shopping centre by hacking into a young woman's Facebook and offering teens free meals at the fast food restaurant.
Sonboly's rampage took place on the fifth anniversary of Anders Breivik's killing spree in Norway, in which the far-right terrorist murdered 77 people, mainly children.
The teenager, the son of a taxi driver and a department store worker, was undergoing psychiatric treatment and medical care for depression.
His parents, who have not been named, were said to be too disturbed by their son's horrendous attack to help police in their investigation.
